The macro-framework comprises quality and effective public services to secure:
(a) local social and cultural capitals, e.g., health, education, water, sanitation, tenure security with particular emphasis on women and marginalized community;
(b) local social and economic capitals, e.g., credible land/spatial use, quality and fair access to business opportunity, provision of infrastructures, technological solutions;
(c) local social and ecological capitals, e.g., protection of local production-consumption systems, protection and restoration of local food, water and energy sources, and conservation of key ecosystem functions.
